Empire Paving has provided commercial asphalt paving, repair, and concrete services since 1976, giving Ontario property managers, developers, and business owners over 50 years of experience planning and executing commercial paving projects that stay on schedule, on budget, and out of the way of daily operations.
Whether you’re managing a single office property or a portfolio of business park lots across the Greater Toronto Area, our in-house crews and equipment fleet mean your project isn’t waiting on a subcontractor’s availability. It’s on our schedule, and we build that schedule around yours.
Why Property Managers and Developers Choose Empire Paving
- 50+ years in business (since 1976): one of Ontario’s most established industrial, commercial, institutional, and municipal (ICI) paving contractors.
- In-house crews and equipment: no waiting on rented machinery or subcontracted labour to start or finish your project.
- Built for minimal operational disruption: phased scheduling, off-hours and weekend work options, and clear communication so your business, tenants, or customers aren’t shut out during construction.
- Certified and compliant: Textura certified, ComplyWorks member, Teamsters-affiliated crews, and members of the Toronto Construction Association (TCA).
- Full-service scope: from excavation and base preparation through finishing, line painting, and seasonal maintenance, all handled by one contractor instead of coordinating separate trades.
- Free, no-obligation paving consultation and estimate for every commercial project.
Commercial Sectors We Serve
“Commercial” covers a wide range of property types, and each comes with its own traffic patterns, scheduling constraints, and compliance requirements. Empire Paving’s commercial paving experience spans:
- Office buildings and corporate campuses: parking fields, access roads, and walkways sized for daily employee and visitor traffic.
- Business and professional parks: multi-tenant lots where phased work keeps every unit accessible throughout construction.
- Medical and healthcare facilities: clinics and professional buildings where accessible parking, drainage, and uninterrupted patient access are non-negotiable.
- Hotels and hospitality properties: paving scheduled around guest arrivals, events, and peak occupancy.
- Banks and financial branches: smaller-footprint, high-visibility lots where curb appeal and a fast turnaround matter.
- Restaurants and quick-service properties: pad sites and drive-through lanes paved with minimal closure time.
- Mixed-use commercial developments: coordinated paving across multiple building types and access points on one property.

How We Plan and Phase Commercial Paving Projects
One of the biggest pain points in commercial paving is downtime: the longer your parking lot or commercial driveway is under construction, the longer your customers, tenants, or staff are inconvenienced. Every commercial paving job starts with a plan built around your property staying operational, not around our convenience. Our process:
- Site assessment and scheduling. We evaluate soil conditions, drainage, and traffic flow, then map out a schedule, including off-hours, weekend, or phased work, that keeps your lot, entrances, or loading areas usable throughout the project.
- Excavation and base preparation. A properly compacted sub-base is what determines whether a commercial lot lasts years or fails within one winter of freeze-thaw cycles.
- Asphalt application. Mix design and thickness are matched to your property’s traffic load: a corporate visitor lot and a loading dock don’t need the same specification.
- Compaction and finishing. Proper compaction creates the dense, smooth surface that resists rutting and water infiltration.
- Line painting, signage, and accessibility compliance. Stall layout, fire routes, and accessible parking are marked to meet Ontario’s accessibility requirements (AODA Design of Public Spaces Standard) and municipal parking ratio bylaws before we consider the job complete.
Our own crews and equipment mean these phases run back-to-back without waiting on rented machinery or third-party subcontractors. That’s a major reason our commercial clients see projects finish on the timeline we quote.
Built to Ontario’s Standards
Commercial paving in the GTA isn’t just about laying asphalt: it’s about meeting the drainage, load, and accessibility requirements municipalities and property insurers expect. Our projects account for grading and drainage design appropriate to Ontario’s rainfall and snow load, structural specifications in line with Ontario Provincial Standard Specifications (OPSS) for asphalt paving, and accessibility requirements under the AODA Design of Public Spaces Standard, including accessible stall counts and dimensions. For a closer look at what municipalities require, see our breakdown of Ontario parking lot standards and requirements.

Commercial Paving FAQs
How long does an asphalt parking lot last?
Depending on climate, traffic volume, and how well the pavement is maintained, a commercial asphalt lot typically lasts 10–15 years at minimum, and up to 30 years with proper maintenance.
How quickly can I get a quote?
Most commercial paving quotes are provided within 1–3 business days of an on-site assessment.
How long before we can use the lot after paving?
We recommend waiting at least 24 hours, and up to 72 hours in cooler weather, before allowing vehicle traffic on newly paved asphalt.
Why is commercial paving typically scheduled in summer?
Warmer temperatures allow asphalt to cure properly. Paving in cold weather can cause faster setting and surface imperfections, which is why most large commercial projects are scheduled between late spring and early fall.
